छोटे और बड़े कारोबारों के लिए कर का भुगतान करने में लगने वाले समय और इस पर आने वाली लागत की बचत करते हुए भुगतान की प्रक्रिया को सरल बनाने के लिए कर-सुधार कार्यक्रम की रूपरेखा तैयार करना और इसे क्रियान्वित करना तथा पूंजी-निवेश जुटाने के लिए मक्का और मुर्गीपालन के क्षेत्रों में सुधार करना बिहार सरकार के साथ आईएफ़सी के कामकाज में शामिल हैं।
